Today I planned to apply for transforming my driving licence to a Japanese one. When I read that their working hours are 9-11am and 1-3pm, I immediately snuck out and went to that office in a middle of nowhere. The process was:
1. Got a number for the counter and WAIT
I didn’t know what’s that for while I thought I should fill in some forms…
2. A bitch behind the counter finally called my number AFTER WAITING FOR 1 HOUR.
Finally I was given a form and asked to show my licence and foreigner’s ID. That bitch talked to me in an ever-the-worst attitude I experienced, saying I don’t’ have a passport to show my residency in HK. Come on, I argued even I show my passport you can’t verify my residency. Who would know if I was actually living in China or Macau? Know what, that bitch replied, ‘It is me to check, not being told by you.’ What the heck is that attitude! What a bitch!!
Second, she picked me on the licence, yelling that my licence was a renewed one which was unacceptable. I really didn’t want to speak to her at all and knocked on a paper on the counter desk. That was a stupid so-called translation paper which I spent 3,000 yen to ‘translate’ my licence into Japanese format, which I think it simply filled out details in boxes with Japanese description. I told that bitch, ‘Read this paper or I didn’t have to show you this, (bitch).’
Then she said, ‘待って’ I looked up and stared at her in rage and she finally reluctantly continued ‘. …ください’. It is basic manner. It is a big NO for you civil servants to skip this word.
3. All my so-called insufficient documentations were taken away. I thought they were being processed anyway. I was made to WAIT FOR ANOTHER 2 HOURS.
Then, that bitch threw back everything to me and said without seeing my passport the application was rejected, ‘as expected,’ she added. Oh damn it if you knew it would be rejected in the first place, you should have told me but why made me wait? I felt like I was going to burn their office…
I talked to an American lady while we were waiting and we were both annoyed. She asked me what’re the problems and any solutions to this mess. Of course we were first met and I couldn’t say, ‘Oh dear, just kill them all.’ I told her these recommendations:
a. Hire English speaking staff to avoid miscommunication and misunderstanding
b. they should have checked all documents before giving out a number
c. Either reject all applications with insufficient documentations or accept subsequent submission of outstanding documents but before driving test.
d. They should have made those forms readily available for applicants to fill out by themselves.
But the most effective solution is:
To bury those stupid and rude staff for reclamation or simply burn them in an incinerator.
Ok now, listen to me suckers. I am your boss and if I don’t pay tax, you eat shit.
Don’t ever think I will cry for a licence. You slaves are going to drive me to wherever I want; you are born to take my orders.

People in this nation is ever the stupidest but reluctant to learn a bit smarter. If 62 years ago U.S. was doing righteously to stop the evil here, there shouldn’t be any additional debts for them to exterminate stupidity on this earth with a few more atomic bombs.

I can't imagine how can we spend 3-4 hours on one simple license...
Seems that this dept is as bad as the immigration. haha.
Next time, try English. Pretend that you don't know japs, or, you can understand but not speak.
